Developer.php: show last upload
I patched developer.php to show how long ago that very versions was in
that very distribution. IMHO, this aids QA, as you can quickly see when
the last activity was.

It can be off by up to 30 days, but that will change (as the database
with old versions gets better populated).
That version of developer.php is outdated w.r.t. bugs and which package
<-> which maintainer, but the version info and age is uptodate
(currently, it isn't updated automatically).
What do you think? Both concept-wise, and layout-wise?
