Bug#200894: findutils: New upstream version 4.1.20

findutils' has got a new upstream maintainer and seems to be
semiactive. A new test version 4.1.20 has been released.
I've spent a little time working on it and have a preliminary diff on

* New upstream 4.1.20 (only updated auto* system, no behavior change.)
* Strip down debian-patch:
- move contents of debian/Changelog to debian/changelog
- weed out all the changes to .cvsignore.
- the changes described in the diff to po/ChangeLog are included upstream
- Some the changes in #123919 seem to be unneeded now (at least I do not
get implicit declaration warnings.
- fix for #67507 included upstream.
* Install ChangeLog.gz as ./usr/share/doc/findutils/changelog.gz instead of
symlinking it. (ancient policy?)
* don't set /usr/doc/ symlink.
* update config.(sub|guess)

The package is lintian-clean except for old standards version 3.5.2.0.
