If there is a disagreement about whether a bug is a real bug then it's
usually best to leave it open while the disagreement is discussed, if
necessary explaining things to the bug reporter in more detail than you
might normally do.

Reopen/close wars create an atmosphere of hostility, escalate the
conversation beyond normal calm technical discussion, and generally do
nobody any good. Please try to avoid them wherever possible. Since
closing a bug places it in danger of being archived if the discussion
dies away for a while, the balance should be towards leaving bugs open
until agreement is reached.
