No. ftp.uk is as primary as any other. Yes, that includes ftp.debian.org.

That's generated by a script, which can be broken. If you click through the
links, you'll see that ftp.uk.d.o is as up to date as any other mirror.
I'll investigate why the script didn't see the new time stamps yet.
In other words, the problem with your script is elsewhere.
