I'm not sure this is the right place to report it, but to me, update_excuses
is part of QA.

I'd like to see <a name="$package"> tags in update_excuses.html, so one can
link directly to a particular package's excuses -- saves having to search
for them.

He may have come up with the recipe, but I came up with the idea of
charging $6.95 for it.
