Bug#104107: default config assumes /dev/modem

Starting Phone line monitor: xringd: error opening modem device
No such file or directory
dpkg: error processing xringd (--install):
 subprocess post-installation script returned error exit status 1

I don't have a /dev/modem on most of my machines, because it's really
not the best idea when it comes to locking. If it's going to assume a
device, it could test to see it if it exists, and not start the init
script if it doesn't, instead displaying a warning message. Or it could
prompt for modem device, maybe.
