cucipop does depend on libpam0g, so you shouldn't be able to install
cucipop without it. However, pam_unix_auth.so is in libpam-modules.
libpam0g depends on libpam-runtime, but not libpam-modules.

I notice that sudo, login and passwd all depend on libpam-modules.
Perhaps cucipop should too?
