cucipop package bug?

Its not a bug report but a question:
i've installed cucipop (cucipop package: 1.31-13) but i did not have
libpam0g and libpam-runtime and libpam-modules packages. Cucipop started, 
but in the log it said:

PAM [dlerror: /lib/security/pam_unix_auth.so: cannot open shared object file: No such file or directory]
and so on....
And of course cucipop could not authenticate without that libpam packages.

If its a bug, please do a dependency for them.
