/usr/bin/cthugha is registered with suidmanager using "0 0" instead of
"root root".  suidregister doesn't actually support these, though,
so it complains about a permission mismatch on every run.

This is allready fixed:

cthugha (1.3-2) unstable; urgency=low

  * Rebuilt with newer debhelper to fix suidmanager registration (#34067)
