/etc/X11/fvwm2/system.fvwm2rc contains the line:

  Mouse 0 W M move-and-raise-or-raiselower

This prevents Meta-mouse event from passing on to the client.  Emacs
uses Meta-mouse for the very important secondary selection functions.
I am able to override this in my ~/.fvwm2/post.hook with the line:

  Mouse 0 W M -

but I don't think that this should be necessary for the new Debian
user to do in order to get Emacs working properly.
