Yes.
It has been discusses a while ago...

Only 16old package format? My list count (2weeks ago) shown about 80...

That's why we asked Guy to create this directory some time ago. However
few packages landed there mostly because I haven't had much time to take
care of it (blame me)[*].

The ignitial proposal was to move there on a monthly basis packages
declared orphans since 3 months as long as no other packages from 'main'
depend on it. Overwise the package either remains maintained by the QA
team if it's priority is 'required' or 'standard'. If not, the orphaned
package as well as packages which depends on it are "discarded" into the
section "project/orphan".

Some packages definatly need to be moved there before the next freeze.
(Do you have a list to submit already?)
