quinn-diff is a program (actually available as a .deb) that takes
files from the archive (Packages for your own arch and generic
Sources) files and generates a list  (diff) of the packages for your
arch that are out of date with respect to the sources present in the
distribution.  Is is how the autobuilders know what they need to
build.  We have a central server that generates these files for all
archs, so the individual build daemons don't each have to bother with
it.  But this server is generating the diff for main only, so our
daemons are not updating contrib or non-free packages.
