Bug#930869: Don't release with buster

As former maintainer of pm-utils, I don't want to see pm-utils released
with buster.
pm-utils is a set of hacks/scripts which back in the days were necessary
to successfully suspend/hibernate your system.
Nowadays, those hacks do more more harm then good.
Upstream is dead for years, so there is no-one around anymore to update
the software to drop all the hacks that are no longer necessary.
In its current state, we would do a disservice to our users, if we
released the software with buster.
