Bug#902481: eterm FTCBFS: apt fails installing man2html

eterm fails to cross build from source, because apt has difficulties
finding an installation set with man2html as it depends on apache2 and a
whole host of stuff. However, eterm only actually uses the man2html
binary and not the cgi interface. It actually builds with the dependency
demoted to man2html-base. Please consider applying the attached patch.
