So I've reverted the change.  It can be fixed after stretch by changing
the tag bits and also bumping the soname at the same time.

Kernel packages for arm64 with 48-bit user virtual addresses will have
an unversioned Breaks relation to libmozjs185-1.0, since the fixed
version must have a new package name.
