I can't reproduce this bug, e.g.:

$ sudo apt-get purge nethack-common

After purging nethack, neither /var/games/nethack nor /etc/nethack
were still present on my system. If you look at nethack-common's
postrm script, you'll see that /var/games/nethack is removed on purge
(and all conffiles in /etc are removed whenever any package is
purged).
