Bug#543911: acct: ships /usr/share/info/dir.gz

This seems to have been triggered by the install-info transition. A
short test revealed that the bug does not happen with "debuild", but it
showed up when building with
"debian/rules build && fakeroot debian/rules binary".
The difference is that in the latter case /usr/sbin is not in $PATH, so
the install-info binary from the install-info package is run during
build instead of the version from dpkg.
