Bug#543911: acct: ships /usr/share/info/dir.gz

Hello,

acct 6.4~pre1-8 started to ship
	/usr/share/info/dir.gz
which is very likely not intentional.

First of all, this file is usually managed by install-info and thus gets
overwritten regularly which causes acct's package checksums to fail.
Second, shipping this file triggers install-info to switch from plain
to a compressed Info directory format, which breaks info viewers that
cannot handle compressed dir files, like Emacs (see #543564).
Third, (re)installing or upgrading acct always corrupts the Info
directory this way.

Fourth, because of this file and a similar bug, acct currently conflicts
with opencubicplayer (#537835):

 trying to overwrite `/usr/share/info/dir.gz', which is also in package opencubicplayer

Since this is the second bug of this kind i'm writing within quite a
short time: Maybe you find some hints why packages start shipping
/usr/share/info/dir.gz while resolving this issue - if you do so, please
reassign this bug or file another bug report against the causative
package.
