Bug#506726: tvtime should recommend/suggest oss-compat pkg

recent updates to alsa-base (see bug report #499695) ensure oss kernel modules
are not loaded on system bootup as I found after a recent reboot disabled mixer
control in oss dependent tvtime. oss-compat should do the trick for others
experiencing similar loss of mixer control.
