The initialization file declares `xae-mode' as an autoloaded
function. It will be loaded automatically if a file with .xml
extension is visited, but it is convenient and standard for major
modes to have the function be interactive as well. I include a
revised /etc/emacs/site-start.d/50xae.el file. The relevant revision
is adding the optional fourth argument to `autoload', but I've also
cleaned up a couple other things.

    (debian-pkg-add-load-path-item (concat "/usr/share/"
                                           (symbol-name debian-emacs-flavor)
                                           "/site-lisp/xae"))
(autoload 'xae-mode "xae" "Load xml authoring environment." t)
    (add-to-list 'auto-mode-alist '("\\.xml\\'" . xae-mode))
