Bug#138644: svgalibg1: lincity display wonkily overlaps itself

When running lincity chunks of its "windows" overlap other parts
inconsistently.  I think this is an svgalib problem because the potato and
woody versions of lincity fail on woody, where both the potato and woody
versions work on potato.
