Bug#63573: ilu-doc: Patch correcting the bug

The following simple change worked for me:
1) Gunzip ilu-manual.info.gz
2) Edit it so the beginning of the file looks so:
(just add the four lines from INFO-DIR-SECTION to
END-INFO-DIR-ENTRY)

input file /usr/tmp/@21384.2.

START-INFO-DIR-ENTRY

File: @21384.3, Node: Top, Next: ILU Concepts, Prev: (dir), Up: (dir)

3) Gzip the info file again
After this change configure works and ILU doc is presented in info
menu within Development section.
One could probably invent better description for the item but
this is not very important.
