Bug#1000543: RM: python-enable -- ROM; FTBFS; not installable

This package wasn't updated for the Python 3.9 transition. It was removed
from testing even earlier than that, on 2019-10-19. It's not installable
as it requires Python 3.7 or 3.8.
The FTBFS bug is fixed upstream at
https://github.com/enthought/enable/issues/360 (according to the bug
metadata).

$ dak rm -Rn python-enable
Will remove the following packages from unstable:

python-enable |    4.8.1-1 | source
python3-enable |    4.8.1-1 | amd64, arm64, armel, armhf, i386, mips64el, mipsel, ppc64el, s390x
