Correct.

As you can see from the upload history, the package is team maintained
with different people doing most of the uploads and people not in the
Uploaders field even doing new upstream releases.

The term we use for this is sponsor. IIRC for the Python team this
means making changes in the git repository on salsa (see the Vcs-*
fields) and then adding the package needing sponsorship to the topic
of the #debian-python IRC channel on OFTC. If you aren't yet in the
Python team on salsa you can submit merge requests in the meantime,
and there is a page about how to join on the wiki.

In general Debian does not have mentors, instead we ask people with
questions to ask them in public on the mailing lists or IRC channels,
this way whoever sees the question first can respond and others can
learn from the question and answer too. Apart from the usual support
channels for questions about using Debian, debian-mentors list/channel
is a good place to ask packaging questions and for more Python
specific things the debian-python list/channel might be a better
option.
