I want to split pybuild (and dh_python3) out of python3-defaults into
separate source package before uploading it to unstable.
python3 binary package will (if agreed) depend on the new package, so no
changes will be needed in packages that use it.
I also want to change maintainer scripts generated by dh_python3 (and
in dh_python2 - I want to merge it into this new package later as
well) to use pycompileX.Y/pycleanX.Y (provided by interpreter packages)
if py{3,}compile/py{3,}clean cannot be used (fallback mode)
