To be honest, I think it'll be fine if we just grow the guidelines
as we encounter issues. Nobody wants to read a few pages of
guidelines before contributing. Yet, having some basic rules put
down somewhere make it easier for everyone: submitters if they're
unsure, and reviewers to back up their arguments when asking
submitters to change something.

Also, we'll have arguments like the date format once, not every
time. :)
