I missed the potential interaction with increasing the committee size
to 9. With a two week minimum discussion period and a two week voting
period, the earliest that could be accepted would be July 30th or so,
so it seems likely that would result in an extra appointment in the
period between Aug 1st 2014 and Nov 1st 2014. Combined with the above,
that's something more like:

2014-09-01 "Zach" appointed as 9th ctte member
2014-11-01 Keith @ 12 months, Zach @ 2 months, no compulsory removals
2015-11-01 Keith @ 24 months, Zach @ 14 months, no compulsory removals
2016-11-01 Zach @ 26 months, Ian removed, "Alice" appointed
2017-11-01 Alice @ 12 months, Bdale removed, "Bob" appointed
2018-11-01 Alice @ 24 months, Bob @ 12 months, no compulsory removals
