I'd certainly prefer for people to communicate their concerns directly
to the person who they feel is acting inappropriately, but it's always
ok to ask for owner@bugs.debian.org's assistance if they are concerned
about their ability to do so directly or effectively.

Perhaps this is something that I should link to from the new bug
