CDBS supports semi-automated tracking using an additional debian/copyright_hints file in DEP5 format which only needs proof-reading (and optional compacting).
In my experience copyright and licensing declarations are too often too fuzzy to rely on full automation. Examples are nice machine-discoverable licenses with a small but crucial addition added right below it.
