derivatives front desk ready to start

So, this is now ready to start: we now have a <debian-derivatives@l.d.o>
mailing list as well as an official contact address <derivatives@d.o>
pointing to it.

A dozen of people volunteered to form the initial board of mentors for
people contacting us about how to contribute work coming from derivative
distributions.  If you want to join the fun, please subscribe to the
list (subscription is open).

A proper announce will follow shortly, as well as some wiki page
documentation. Thanks to list masters, DSA, and the initial volunteers.
