I don't know what you mean with "how much". Debian explicitely cares
for flawless upgrades between one and the following release. So if
you are running rally version 2.1 it might be advisable to follow the
upgrade path to version 3.0 and 3.1 before installing the new version.
All versions are Free Software and thus you can download Debian completely
for no fee.
Can we transfer the software to other department of HKSARG?
Sure - it is Free Software.
Can we put the software into public auctions?
Well, if you try to sell Debian you are free to do so as well, but
I'm afraid you will have problems to make a fortune out of it because
if people can get it for free you have to provide some additional
value (like extra service for instance) to gain some money from it.
