SPI resolution formalising Debian as an SPI associated project

At their meeting today, SPI passed [0] a motion formalising Debian's
relationship with SPI. AIUI, the text of the motion is as per:

[0] The votes were four in favour (Ian Jackson, Michael Schultheiss, Jimmy
    Kaplowitz, Neil McGovern) with the two non-DDs on the board abstaining
    (David Graham and Josh Berkus), and Bdale Garbee, Branden Robinson,
    and Joey Schulze not present.
