That's not always true. Let's suppose (ad absurdum) that the questioned
teams have their own .txt file in which they note the issues and their
progress on them. An RT would change only in a minor way their way of
working and at the same time (assuming the RT is public!) would reach
the goal visibility we all are striving for.
I personally do *not* think an RT would change anything. Still I don't
see a valid reason for *not* trying.
It's probably worst than other solutions I imagined when I read the
subject of AJ's mail, but is probably better than nothing.
