Let's suppose (ad absurdum) that the questioned teams have their own .txt file in which they note the issues and their progress on them. An RT would change only in a minor way their way of working and at the same time (assuming the RT is public!) would reach the goal visibility we all are striving for. I personally do *not* think an RT would change anything. Still I don't see a valid reason for *not* trying.
