Why do we have that distinction? Both lists are very low-traffic, with
approximately one mail per week.

I think you're confusing debian-announce with debian-devel-announce. Bymy count, debian-announce has had three (3) messages since the releaseof sarge. (Sarge released, security changes and sarge updated)
