That's partly it, but it'd also include stuff like (for Sarge):
Debian Installer release
Support for testing proposed updates
Support for testing security builds
and so on. The rc policy defines what needs to be done for general
packages, but doesn't give much idea information about what needs to be
done for the distribution as a whole.
