As for apt-get, a friend recommended me a wonderful "apt-listbugs" package.
Its only drawback is that it lists bugs after downloading packages with
apt-get, not before the actual download.

No problem if any other package from the "base" section asks this question.
However, there's one more point: those who don't install any UTF-8 locales
probably don't want to see this question since they have no reason to ignore
software broken in UTF-8. Is this possible to achieve without assigning the
question to the "locales" package?
