What do you think the GPL only allows verbatim copies of?

Maybe it's a bug. If it's important to you, submit patches
that remove the preambles from the base-files package and
creates "Debian General Public License" and so on with the same
licence terms. I think we would avoid GPL-incompatibilities
if the terms are identical. Would we?

There are more obvious and vexatious bugs in my opinion.
