This must be that new "pragmatic" approach to project management I've been hearing about.[1] Thank God the BTS administrators aren't formally accountable to anyone under the Constitution as delegates of the DPL. Just think how much worse things would be then! We're quite fortunate that "informal" accountability is working out so well.
