Those things may be binaries, but they're not programs. The rstart binary is
a program and those go into /usr/bin or equivalent, not in /etc. If the
reason for this program to be in /etc is that it needs basic configuration
to be done via recompiling, it's substandard for this time and age and needs
to be withdrawn. If not, it needs to be put into /usr/bin or equivalent.

Why don't you simply fix the bug, rather than continuing to argue about its
severity or priority? It shouldn't be more than a few interventions in the
build system, how hard can it be?
