We miscommunicated.  Yes, the packages *does* have it, but it does not
get added to the load-path.  This neglect is true of most
packages--the only exception i have seen is html-helper.  I could bug
each package maintainer individually to ensure that
/usr/share/emacs/site-lisp/foo be added to the load-path, but imho
that should be in the debian policty in the first place, as any
emacser would agree, i think.

PS: I don't quite know/understand how debian works, so i don't quite
know if the 'policy' thing i said makes too much sense :)
