Nobody bothered to package it.  If you want l2tp packaged, file a RFP bug
requesting the packaging. See http://www.debian.org/devel/wnpp for more
information on how to file RFP bugs.

We have, however, a vtun package which seems to do the same work as l2tp
wants to AND which works in most Unix platforms already.
