 "counts for nothing" seems to be not strictly correct.

If the key of an applicant does not have the signature of one or more
existing Debian developer at all, then "The applicant may provide a 
contact person who can verify, from the image file provided, that they 
recognize this person by image and by name." (quoted from nm-step2) or
some other method for "close the eye-ball loop" is required.
Having key signed reduces these extra work.

I only hope that if we could use the minimum ID check requiremet,
since the file size for the photo ID tend to be a bit heavy on my 
dial-up ppp line with 28.8k analog modem.

But my primary concern and the priority is to keep new members
get into the Debian project,  so if our delegates think that
it is required thing to collect photo ID, then I'll follow that.

The last long blank (closing the gate) shows that there will not
be the DAM ("new maintainers team" in old term, and the delegates
as written in the constitution) other than current members of it
(if this is not true, then the blank was not so long as seen).

So if they choose to stop working as the DAM for us again, then
the current scheme of NM team will stop working too. I'm afraid
that.
