Bug#1098360: cups: Constantly writing CUPS-Create-Local-Printer to access_log

I tried to remove /etc/cups and `apt reinstall "cups*"`.

but eventually emptying /var/cache/cups fixed it.

It would be nice if cups was smart enough to not retry infinitely whatever it is doing in a tight loop...
