The latest HPLIP has been installed.
I have tried installing the proprietary plugin via original HP CD and also download. Both installs fail because the "cannot find port". I.e. it is looking for the WiFi port to connect to the printer. Incidentally, the printer WiFi install does work successfully on my laptop.
The issue at hand is that the install fails for a wired connection. There should be no reason to require the plugin at all for a wired connection.

TBH, this issue gives the impression of being a user support issue.

It hoped by "latest hplip" the version for Debian 11 was installed?

Upstream offen advise the following technique:
* Download the plugin for your HPLIP version from
https://www.openprinting.org/download/printdriver/auxfiles/HP/plugins/
* Install the plugin with 'sh DOWNLOADED_PLUGIN'

That should be possible with a correct setup. Please give
lpstat -t
lpinfo -v
lpinfo -m | grep p1102w
