 * debian/control: printer-driver-postscript-hp needs hpps CUPS filter, which
   is in the hplip package, therefore depend on hplip.

However, since 3.17.10+repack0-6 the hpps filter has moved from hplip
to printer-driver-postcript-hp. I'd suggest that hplip (and python3 and
xz-utils?) could be dropped as a Depends: and made a Suggests:, as it is
for the printer-driver-hpcups package. None of the PostScript PPDs have
cupsFilter lines depending on anything in hplip.

For the two packages to be in line with each other I imagine both would
have to have dependencies on cups/cups-filters etc. It would be nice to
be able to install any HP printer without having to install hplip.
