Bug#813094: Split braille support into a separate package

This is a followup of #808057. In the previous bug, the dependency on
liblouisutdml-bin has been demoted to a suggests, but the package now depends
on liblouis-bin and liblouis-data, with still ~7mb of additional dependencies.

It would be nice if you could split off braille support into a separate
package, as originally mentioned in #808057. cups-filters is a depenency of
cups itself, so it would be nice if we could keep that small for print servers.

On top of that, since scripts themselves can probe if louis is not available,
there's no need for the dependency and fallback mechanism: just
probe for liblouisutdml-bin directly, or quit otherwise.

Systems that don't have braille support have no use for liblouis-bin either,
while people that need braille will probably have to look for the full package.
I do not think that the current status is a good solution.
