The comments for the CreateIPPPrinterQueues directive in cups-browsed.conf
have "Jobs have to be sent in PDF format."

For CHANGES IN V1.0.69 changelog.gz has:

  - sys5ippprinter: Renamed pdftoippprinter to reflect that it is
    once a System 5 interface script and second does not accept only
    PDF as input.
  - pdftoippprinter: Support also PWG Raster and JPEG as input formats
    so that an auto-generated, PPD-less queue for an IPP printer emulates
    an IPP Everywhere printer.

It would seem that cups-browsed.conf should have:

  Jobs have to be sent in one of PDF, PWG Raster or JPEG format.

(Rather than another bug report I'll mention that there is some ambiguity
regarding what is renamed in

  sys5ippprinter: Renamed pdftoippprinter to reflect......

Possible misreadings would be removed with 

  sys5ippprinter: Renamed from pdftoippprinter to reflect......

The "once" and "second" are not really needed. I'd write:

    - sys5ippprinter: Renamed from pdftoippprinter to reflect that it
      is a System 5 interface script and does not accept only PDF as
      input.
