Unfortunately I don't remember having ever found a troublesome PDF file
which was generated by me or is otherwise redistributable without nasty
restrictions.

Misbehavior usually happens with PDF files produced by other people,
probably with non-free tools.
For instance: the one I used as a test case for the
pdftops-renderer-default=pdftocairo strategy was created and produced
with "Microsoft® Word 2010", according to the pdfinfo output.
The PDF file originally sent by jaakov is instead generated by another
tool:

  $ pdfinfo \
    HensgenFinkelManber-TwoAlgorithmsForBarrierSynchronization.pdf
  [...]
  Creator:        P06013001.TIF
  Producer:       PageGenie PDFGenerator
  [...]

Please note that I tested the Hensgen PDF file too, before finding the
pdftops-renderer-default=pdftocairo strategy.
As I have previously said, I got blank pages when not passing through
cairo. I instead obtained a correct printout from zathura (which uses
cairo).
I haven't re-tested this file, but I suppose it will print correctly
with pdftops-renderer-default=pdftocairo ...

My suspicion is that the cairo rendering makes PDF files printable,
even when they are *not* kosher in the first place.
That's why I described cairo rendering as "more robust"!
