Thanks for the more extensive information. I'm hereby reopening this 
bug, see below for the reasoning.

Here's the problem actually, it's not a dependency problem, rather a 
service management.

What init system do you use? (sysvinit, systemd)

Is CUPS disabled somehow before you try to upgrade it?
