avahi-utils provides functionality which is completely orthogonal to
cups.  There are plenty of use cases for cups without
avahi-utils. Thus, avahi-utils does not fulfill the policy requirements
for a Recommended package and should be demoted to a Suggested package.

This bug is filed in an attempt to reduce the set of Recommended packages
enough for me to be able to install an ordinary desktop system without
disabling APT::Install-Recommends.  As you will note from the output 
below, I have purged avahi-utils to get rid of it.  This step should not
be necessary.

1.4.0-1 in experimental does not have this any more. It will move to
unstable soon, too.
